Rhode Island Home Energy Assistance Program (RIHEAP)


CAPP's RIHEAP only serves Providence residents in low-income households. All residents must complete an application. RIHEAP offers assistance to eligible residents to help with the rising cost of home heating. RIHEAP usually opens in October each year and runs through April. Residents who do not have utility service or oil should contact CAPP to see what programs are available to assist them.

Income Guidelines - 2017

RIHEAP Primary Grants are based on income, family size, fuel type and minimum delivery requirements.

LEGAL NOTICE: ILLEGAL RESIDENTS ARE NOT ELIGIBLE FOR RIHEAP BENEFITS. ALL STATEMENTS MADE ON YOUR APPLICATION MUST BE COMPLETE AND ACCURATE. RIHEAP IS A FEDERAL PUBLIC ASSISTANCE PROGRAM; THERE IS NO GUARANTEE OF BENEFITS. THE NUMBER OF HOUSEHOLDS ASSISTED AND THE AMOUNT OF EACH HOUSEHOLD GRANT DEPENDS ON FUNDS RECEIVED ANNUALLY FROM THE FEDERAL GOVERNMENT

Primary Applicant (Primary Applicant is the person whose name is on the Heating Bill or Fuel Ticket):

  • Social Security Card
  • Valid Photo ID (Cannot be expired and must be a government issued ID)
  • Gas and/or Electric Bill, Oil or Propane Gas Ticket from Utility Company
  • Lease Agreement-Mortgage - Tax Bill if you don’t pay mortgage
  • Rental Income Statement (for landlords ONLY)
  • Signed RIHEAP Application Income Documents (Needs to include 4 consecutive weeks of paystubs or all award letters from public assistance programs (SNAP - SSI - Unemployment - Pensions - Court Ordered Child Support Income Support Letter. Etc.) “Self-employed applicants must submit recent Federal Tax returns”

Household Members (Household members are all adults and children that reside in the household):

  • Social Security Cards for all household members
  • Valid Photo ID for all adults 18 and over living in Household (Cannot be expired)
  • Birth Certificates for all children under 18 living in the household
  • Income document for all adults over the age of 18 living in the household (Needs to include 4 consecutive weeks of paystubs or all award letters from public assistance programs (SNAP - SSI - Unemployment - Pensions - Court Ordered Child Support, etc.)
  • College or High School Schedule for any students OVER THE AGE OF 18 living in the household
  • Adults over 18 with no income must provide a notarized letter stating they have no income
