Rhode Island Home Energy Assistance Program (RIHEAP) 2019 Season is here!!!!


CAPP's RIHEAP offers assistance to eligible Providence residents only... to assist with the rising cost of home heating. Residents who do not have oil or utility services should contact CAPP to see what programs are available to assist them.

The RIHEAP 2019 season begins on August 13, 2018. Benefit Eligibility Specialists (BES) are available to process applications according to the schedule and times below.

  • August 10, 2018: Renewal applications for deliverable fuels are mailed out.These Residents can be seen by the BES or may utilize the designated Drop off Box located in the front of the building or at the Receptionist area.
  • November 1, 2018: Confirmation letters and payments will be mailed out to Residents and Fuel Vendors.
  • Sometime after September 1, 2018: Renewal applications will be mailed out to the remaining Residents.These Residents can be seen by the BES or utilize the designated Drop off Box located in the front of the building or at the Receptionist area
  • October 1, 2018: LIHEAP will begin accepting new applications and the BES will begin making Crisis Pledges to utility companies to restore terminated services.

RIHEAP Hours of Operation:

Monday - Thursday: 9:00 AM to 11:30 AM and 1:00 PM  to 3:00 PM

Friday: 9:00 AM to 11:30 AM and 1:00 PM to 2:00 PM

Low Income Guidelines - 2019

Primary Grants are based on income, family size, fuel type and minimum delivery requirements.

 

List of Required Documents & Forms to Apply:

1. Primary Applicant (Person whose name is on the Heating Bill or Fuel Ticket):

  • Social Security Card;
  • Valid Photo ID (Government issued ID & cannot be expired);
  • Gas and/or Electric Bill, Oil or Propane Gas Ticket from Utility Company;
  • Lease or Mortgage Agreement (Tax Bill if you don’t pay mortgage);
  • Signed RIHEAP Application
  • Income Documents: 4 consecutive weeks of paystubs or all award letters from public assistance programs (SNAP, SSI, Unemployment, Pensions, Court Ordered Child Support Income Letter, etc.). Self-employed applicants must submit recent Federal Tax returns.

2. Household Members (All adults and children that reside in the household):

  • Social Security Cards for all household members;
  • Valid Photo ID for Applicant and household members over the age of 18;
  • Birth Certificates for minors;
  • Gas and/or Electric Bill, Oil or Propane Gas Ticket from Utility Company;
  • Lease Agreement, Subsidized Lease, Mortgage or Tax Bill, LANDLORD FORM
  • Proof of Income :must include 4 consecutive weeks of paystubs or all award letters from public assistance programs (SNAP, SSI, Unemployment, Private Pensions, Court Ordered Child Support, Support Income etc.) Self-employed applicants must submit recent Federal Tax returns.
